The US Central Intelligence was one of the few remaining government agencies that opted to fight EuroCorp on their own terms. A ruthless shadow war was waged for years in North America with assassinations, terror bombings and retaliation raids being accepted tactics among both parties.

In 2039, Washington DC fell, disbanding the previously strong governments of Virginia, Ohio, Pennsylvania, and Michigan. This eliminated the most significant threat against EuroCorp's presence and the Syndicate could now grow steadily.

In 2041, the agency was completely starved of state funding. As a means of survival, the whole organization went private and formed the I.I.A. (Independent Intelligence Agency), contracting out their services to the highest bidder.

As a result of these events, the agency became the very monster they had been fighting. The I.I.A. is now a powerful Syndicate with territory stretching from the Pacific Northwest to the Great Lakes region, along with numerous fortified enclaves elsewhere in the world. Their Agents, while few in number, are renowned for their stealth abilities and skill at covert assassination.
